Buying a piece of land in Goa to build a dream holiday home or a boutique villa project is an exciting prospect. However, Goa’s real estate market operates under strict Town and Country Planning (TCP) regulations designed to protect its unique ecology and heritage.
Before you sign any agreements or pay an advance, the single most important factor you must verify is the Land Zoning. Buying the wrong type of land can mean your dream villa will never get construction approval.
Here is a complete breakdown of Goa’s land classifications and what they mean for property buyers.
1. Settlement Land (The Safest Bet for Construction)
If your primary goal is to build a residential house, villa, or commercial complex, Settlement Zone is what you are looking for.
What it is: Land that is legally demarcated by the government for residential or commercial development. In the Goa Regional Plan 2021 (RP 2021), this is usually marked in yellow.
Can you build on it? Yes. Depending on the specific micro-zoning (like S1, S2, S3), the Floor Area Ratio (FAR) will dictate how much built-up area you are allowed to construct. For example, an FAR of 80% means you can build up to 800 sq. meters on a 1,000 sq. meter plot.
Buyer Tip: Settlement plots are the most expensive type of land in Goa because they carry the least legal friction. However, you still need to ensure the title is clear and the property has proper access roads.
2. Orchard Land (The Long-Term Investment)
Orchard lands are vast, green parcels often dotted with cashew, mango, or coconut trees. They are visually stunning and usually cheaper than settlement plots—but they come with major restrictions.
What it is: Land designated for growing fruit-bearing trees.
Can you build on it? No. You cannot legally construct a residential home or commercial building on Orchard land in its current state.
The Investment Play: Buyers often purchase Orchard land as a long-term investment. To build on it, the land must fall under a convertible zone in the Regional Plan, and you must apply for a zone change and conversion (Sanad). This process is time-consuming and never guaranteed unless the TCP department approves it under specific amendments (like the recent Section 16B or 39A, subject to current legal standing).
3. Agricultural Land (Strictly for Farming)
Goa fiercely protects its active farming zones, particularly the low-lying paddy fields (Khazan lands).
What it is: Land meant strictly for agricultural cultivation.
Can you build on it? Absolutely not. Furthermore, under the Goa Agricultural Tenancy Act, selling and buying agricultural land is heavily restricted. In many cases, only registered agriculturists (farmers) can purchase agricultural land in Goa.
Buyer Tip: If someone offers you a "cheap" plot with beautiful field views, verify the zoning immediately. If it is zoned as Agricultural, walk away unless you plan to farm it and meet the legal criteria to buy it.
4. What is a "Sanad" (Land Conversion)?
You will frequently hear brokers or sellers advertise a plot as "Sanad Approved."
A Sanad is simply the official legal document issued by the Collectorate that certifies a piece of land has been successfully converted from Agricultural/Orchard use to Non-Agricultural (NA) / Settlement use.
Why it matters: If a seller is offering an Orchard plot but promises you can build on it, ask to see the Sanad. Without a Sanad, you will not get construction licenses from the local Panchayat or the Planning and Development Authority (PDA).
Buying Sanad Land: A Sanad-approved plot gives you peace of mind. The legal heavy lifting of conversion has already been done, making it ready for immediate development.

Never take a seller’s word for the zoning of a property. The legally binding document for land use in Goa is the Regional Plan 2021. Before buying:
Ask the seller for the Form I & XIV (the land index document).
Note the Survey Number and Sub-division Number.
Cross-reference these numbers with the TCP department’s Regional Plan map to confirm the exact zoning (Settlement, Orchard, Agricultural, Forest, or No Development Zone/CRZ).
