What to Do After Buying a Property in Goa: Complete Post-Purchase Checklist
Bought an apartment, villa, house, shop or office in Goa? Learn what to do after the Sale Deed, including house tax, electricity, society transfer, NOCs and important documents.
Buying a home is an exciting milestone. You complete the payment, sign and register the Sale Deed, receive possession and finally feel that the property is completely transferred to your name.
But there is one important point many property buyers overlook:
Registration of the Sale Deed is not the end of the property-transfer process.
After purchasing a constructed property in Goa—whether an apartment, villa, independent house, shop or office—you should ensure that your name is also updated with the various authorities and organisations connected with the property.
If these changes are ignored, you may discover years later that the electricity connection, house tax or society records are still standing in the previous owner's name.
Here is a practical post-purchase checklist that every property buyer should follow.
1. Keep Your Registered Sale Deed Safely
Your registered Sale Deed or Conveyance Deed is the most important document establishing the transaction and will be required for several subsequent changes.
Once registration has been completed, ensure that you obtain and safely preserve the registered document.
If you have purchased the property using a home loan and the original Sale Deed is deposited with the bank or financial institution, request several certified/notarised copies for your records and subsequent applications.
You may require these copies for:
House tax/name transfer
Electricity connection transfer
Housing society records
Other government or administrative purposes
Keeping four or five properly prepared copies available can save considerable time later.
STEP 1: TRANSFER THE HOUSE TAX / PROPERTY RECORDSAfter completing your Sale Deed, one of your first tasks should be to update the ownership/name in the records of the authority governing your property.
Depending upon the location, this could be the:
Village Panchayat, Municipal Council or Municipal Corporation.
Do not assume that registration of the Sale Deed automatically changes the name appearing in the local house-tax records.
Documents You Should Keep Ready
The exact requirements can differ between authorities, but you should generally keep the following documents available:
Application requesting transfer/change of name
Copy of the registered Sale Deed
Latest paid house-tax receipt
NOC from the previous owner, wherever required
PAN Card
Aadhaar Card or other accepted KYC/identity proof
Any additional document required by the concerned local authority
Check the Existing Name Carefully
This is particularly important.
Before purchasing the property, check whose name actually appears on the latest house-tax receipt.
For example:
A sold the property to B.
You are now purchasing the property from B.
Suppose B never transferred the house-tax records into B's name and the records continue to show A as the owner.
In such a situation, merely obtaining documents from B may not resolve the entire chain. The concerned authority may require documents/NOCs establishing the transfer from:
A → B → You
Therefore, discrepancies in the ownership chain should ideally be identified before execution of your Sale Deed, rather than after registration.
Clear All Outstanding House Tax
Also verify that house tax and applicable dues have been paid up to date.
Outstanding dues can delay the transfer process and create unnecessary complications for the new owner.
Submit the Application
Your application should clearly identify:
The property
Previous owner
New owner
Registered Sale Deed details
Request for mutation/change of name in the relevant records
Attach the required documents and submit the application through the procedure prescribed by the concerned Panchayat, Municipality or Corporation.
Applicable transfer, mutation or administrative charges may vary according to the authority and property concerned.
Do not consider this process complete merely because you have submitted the application. Follow up until the records actually reflect your name and obtain documentary proof of the change.
STEP 2: TRANSFER THE ELECTRICITY CONNECTIONThe next important task is transferring the electricity connection from the previous consumer's name into yours.
In Goa, the Goa Electricity Department provides an online facility for "Change of Name of the Registered Consumer".
https://eservices.goaelectricity.gov.in/FirstPageNC
This is the official page specifically for “Change in Name of Registered Consumer / Transfer of Ownership to Legal Heir.”
Documents Currently Listed by the Goa Electricity Department
For Change of Name, the department's online system currently asks applicants to keep documents such as:
Passport-size photograph
Identity proof
Proof of ownership/legal occupancy
Photograph of the installation
Affidavit
NOC from the existing/previous consumer, if available or possible
Registered Deed/Sale Deed or applicable succession document
Latest electricity bill duly paid
Signature
Other documents, where applicable
The documents uploaded online should be self-attested, and the portal specifies PDF/file-size requirements for the different documents.
How to Apply Online
The present online procedure is broadly as follows:
1. Enter the electricity Consumer Number/CA Number.
2. Register/verify your mobile number through OTP.
3. Enter the details for Change of Name and save the application.
4. Upload the required self-attested documents.
5. Note down your Application Number and Transaction ID.
6. Pay the applicable application fee.
7. Complete the Final Submit process.
The Goa Electricity Department's current online instructions specify application fees according to connection type, including
₹50 for BPL, ₹100 for LT Single Phase other than BPL,
₹250 for LT Three Phase,
₹500 for HT and ₹
1,000 for EHT applications.
Separately, the department's published online-services fee structure lists the total fee for an LT Change of Name service as ₹200, comprising ₹100 form fee and ₹100 processing fee.
Since the department's own pages currently present these fees differently, buyers should rely on the amount generated by the official portal for their particular application and connection type at the time of submission.
After online submission, keep the acknowledgement/application number safely. If the concerned Electricity Department subdivision asks for originals, agreements or further verification, submit them as instructed.
Once the change is processed, check the subsequent electricity bill and make sure your name is correctly reflected.

The Goa Electricity Department provides the Change of Name service through its official e-services portal.
The department also provides Annexure IV – Application Form for Change in Name of Registered Consumer, together with other downloadable forms.
The department's Forms Download section also specifically lists the required Affidavit for download.
STEP 3: TRANSFER THE SOCIETY / ASSOCIATION RECORDSIf your apartment, villa, shop or office forms part of a Co-operative Housing Society, Maintenance Society, Owners' Association or similar body, make sure its records are also transferred.
Ideally, you should understand the society's transfer procedure before signing the Sale Deed.
Speak to the Society Before Purchasing
Meet the Chairman, Secretary or authorised office representative and confirm:
Whether the seller has cleared all maintenance dues
Whether any other amount is outstanding
What transfer forms are required
Which forms require the seller's signature
Whether an NOC is required
Applicable transfer charges/fees
Membership formalities
Documents required from the buyer
Whether share certificates or other society documents have to be transferred
Different societies can have different procedures, so do not assume that the procedure followed in another building will necessarily apply to yours.
Obtain the Society's NOC Where Applicable
The seller should preferably obtain the required NOC or no-dues confirmation from the society before completion of the transaction.
A society may require outstanding maintenance and other legitimate dues to be cleared before processing the transfer.
Get Transfer Forms Signed Before Registration
This simple precaution can prevent a major inconvenience.
If the society has transfer forms requiring the outgoing owner's signature, collect them before or at the time of executing the Sale Deed.
Trying to obtain multiple signatures from a seller months after the transaction can become unnecessarily difficult, particularly if the seller has moved out of Goa or overseas.
Once all requirements are fulfilled, submit the Sale Deed and supporting documents and ensure that the society's membership/property records are formally changed to your name.
For Bangalows and Houses of you have individual PWD water Connection ,You can change the name on your water connection in Goa online through the Goa Online Portal by submitting an application under the Public Works Department (PWD) services. THE GOLDEN RULE: CHECK EVERYTHING BEFORE THE SALE DEED
Many of these problems can be avoided through proper due diligence before purchasing the property.
Before registration, check whether the seller's name appears correctly on:
✓ Registered title documents
✓ House-tax/property records
✓ Electricity connection
✓ Society/association records
✓ Maintenance records
Also check whether there are outstanding amounts relating to:
✓ House tax
✓ Electricity
✓ Society/maintenance dues
✓ Other applicable property-related charges
If there is a mismatch—for example, the Sale Deed is in the seller's name but the house tax or electricity connection continues in an earlier owner's name—understand how that discrepancy will be resolved before you complete the purchase.
